if you follow youtubers on twitter, they retweet as soon as the new tots go into packs normally like 10 mins before they are supposed to. As soon as you see someone retweet there in packs that would be the best time, in my opinion. Capguntom on twitter seems to get a lot of good players when he does this

Don't listen to them. Next week or two EA will release all the good TOTS into one team and have packs. That's the best time to open packs. Wait for 100K and buy them
