If someone recovers your xbox account to give you money from their xbox 360, will that money transfer over to my xbox one account or will I have to remove my character from xbox one and retransfer my character?

If you have already transfered to Xbox one then no. It needs to be done before you make the transfer

So it won't work now even if I remove the character from xbox one and let him recover my account on 360 then transfer it on xbox one again?

no unfortunately it won't, but what you can do is call rockstar and ask for a migrations rollback which resets your transfer or buy a premade.
