It's the GPU that affects the Frames per second more than the CPU. And I've never seen nor heard of that Graphics card. 60 FPS is very easy on csgo though, so I'd imagine you're fine.

If you can stretch another £100, my younger brother picked up this one and his runs at around 170-200 fps on max settings, with no lag etc... Pretty good tbh.

Here you go, a very minimum build capable of playing those games just fine. Keep in mind though, that it won't run anything else, like Battlefield 4, GTA V etc.

But Dota 2 and CS: GO, it will run 60fps + easily.

Nah man, that PC is actually cancer. For $400 you could easily build one that can max out csgo.

It won't struggle, but it is shit for the price.

For a little over £400 you could get this, or remove the SSD to be under budget;
