Jailbreaks are ALWAYS free. Apple has been cranking out their damn updates so fast that it hasn't been worth the time of releasing a jailbreak. iOS 9 has been jailbroken for a while, since 9.1 I think. But if they put a jailbreak out then an iOS update fixes it, they'd have to find an entirely new exploit.

All jailbreaks are free and iOS 9.1 barely got jailbroken like 2 weeks ago even though released in early December. The key to getting a jailbreak is always stay on lowest unjailbroken software. If you update for a new feature you will probably not get a jailbreak for a cool minute.

just to do an update on this post, the most current ios is 9.3.1 and 9.3.2 is just around the corner. Most likley when 9.3.2 is released is when the jailbreak will be released becasue the next major update after it will be ios 10. It will either be from Taige or Pangu or whoever EN whatever his name was sold his "exploits" too.

Jailbreak teams never released if they jailbreak a version of iOS or ETAs. Some people claim they find bugs and sometimes send them to this teams. A jailbreak doesn't use only one bug but many of them which makes it harder to jailbreak devices. Plus jailbreaks won't usually be released anymore without Cydia being updated which also makes the jailbreak take longer.

The reason to why the devs haven't released it to the public yet is because they have only figured out to jailbreak from command line. I was watching a video that some developer with a strange name had jailbroken the iPhone 6 but only because it was plugged into his laptop. Also he was 'code injecting' whatever that means :p
