The clock speed of the i5 6500 is 3.2GHz and the clock speed of the 3.3GHz. The 6600 is ~$215 and the 6500 is ~$200. Is the 100MHz worth the extra $15?

Nope imo, especially as you can overclock non-k CPU's now. For a while the 6600 was cheaper than the 6500 so in that case it would definitely be the better option, but $15 can be better spent elsewhere.

The 6600 turbo's higher than the 6500, but if you really want that extra performance, you can OC locked Skylake chips now anyway, it's not worth more than $5 extra IMHO.
