Just came to my mom's house and i have 25 down 14 up, but on my ps4 i have 3.8mbps down and 2.8mbps shouldnt it be way faster than that? i cant even play bo3 because of this. Any suggestions to make it faster?

Best bet would be to reset router/modem and check from there, it could vary on distance from router, where the PS4 is placed or if there are things such as walls, couches etc blocking the signal.
