I hook the monitor via VGA to the PC and it says no signal.

If you have a graphics card, plug it in there. You may need an adapter if your graphics card does not have a VGA port.

Do other computers output a signal to the monitor?

Double check and make sure your monitor is on the right display, could be on digital instead of analog.

If your GPU & monitor have better I/O interfaces, such as DVI/HDMI/DisplayPort then I would use one of those instead. Cables are relatively cheap, and they are going to be better.

My GPU has 2 DVI ports and 1 HDMI port, but my monitor only has a VGA port.

Right now I am using a 24"~ Vizio TV as a monitor hooked up via HDMI, every thing is working just fine but the image is too big for the screen. The quality is fine, but the taskbar and some of the icons are out of frame.

The resolution is at 1920x1080 (recommended)

I tried lowering it to 1366x768 but if just lowered the quality of the picture, not the size.

EDIT: I fixed it.
