Its a remote command, it can be used to remote shut down your computer, somebody can just be **** with you. I don't recommend doing this but if you see that pop-up on task manager, you can possibly end its process branch and then open its file location and delete it which may solve it, or corrupt your system, so I wouldn't say just go for it, but if you really have no other options I guess do it?

Run a scan with malware bytes and then check if remote connections is disabled... if your remote connection is available anyone can **** with you, even a skid that only knows the cmd prompt xD

You most likely downloaded a rat. You'll have to be careful when you go to scan for malware if the ratter sees they will most likely do something more. i recommend using malwarebytes. However it may not detect the RAT if its crypted with a FUD. Goodluck, feel free to pm me for more help on this issue.

about the uninstalling part, if using malware bytes doesn't work, you could try system recovering to an earlier date before this happened.
