Help with FTP setup

So heres the back story; I'm working on a little program, where one of the goals is to upload user data, statistics, input, whatever to a folder on a server, where it can be viewed and used by the program and admins. I was trying to give FTP a shot, to use a computer at my house as the server. The program and ftp work correctly in local use, but I am having trouble getting the folder accessible through my outside ftp ip.
And there lies the problem. Like I said, everything works locally, meaning I am able to view and upload to the 192.168.1.2 address, but not from the outside Ip. I am not sure if it is being blocked or what is going on. I used the YouTube video below to setup the ftp, and have done the process probably 4 times, but have yet to get it to work ( I have Deep Freeze, a drive freeze software, to where each time i restart my computer, it resets those settings and i am able to start clean again.) Each time i try and access through my outside Ip, i either get a connection timeout, or connection refuse. It has got to be something small I am missing, if anyone knows what could be going wrong, please do help me!

When you say the outside IP you mean you are trying to connect to your local IP "192.168.1.2" from the outside? If so you will need to use your external IP address instead. Another thing to make sure of is make sure you are using the proper port which would be 21. You can use canyouseeme to see if the port is listening when you're running your FTP clients.

Yes, i meant external Ip, but just could not think of the correct name when i was writing the post, its the 173.**.**.* Ip address. I also checked out the canyouseeme you mentioned, and checked port 21. It gave the Success message, Your ISP is not blocking port 21 blah blah.

So I eventually just gave up on the ftp, tried getting it to work for hours. So i moved on to some different method to send through telnet, through mail servers or w/e... where i came across the same problem... when i try and connect, get
"Could not open connection to the host, on port 25: Connection failed"
Same error, through two different methods? I think there may be something bigger going on or something. I have tried disabling firewall completely on both my computer and on my router, as well as changing port permissions or w/e, but with no results. Anyone have any idea as to why im having these connection failed, and refused problems?
I really want to get something or one of these working correctly...

See if the external ip is whitelisted for your server.
