No it'd be 12am Tuesday morning, as 12am Monday night automatically changes to Tuesday morning. Even then, it'll also depend on when Bethesda/Zenimax actually open it so it'll be based on their timezone, which if I recall is set in whatever timezone Bethesda the location is set in. Or it could be like some games which unlock as soon as your timezone clicks over, for example mine would be at least 12 hours before at least 50% of America, and Europe.

Most likely 1am BST on Tuesday. that's when the game is officially playable for digital
