So basically I want to know if your over 18 do you have to take final test or what? I know you get a permit right away if you pass the written test but after the permit runs out do you just get the official license or do you have to take a road test? If so how does the road test work?

There are always road tests to get your license after a permit..
You have to show them you know how to drive whatever vehicle it is.
I can remember going with my dad to get his a while back. He had to do a figure eight in between cones and drive around a good bit of curves. The person didn't ride with him, just stood and watching. This was in Georgia though, and it was a while back, so I would assume it's different now.
