Can someone build me a gaming pc for 450-550GBP
With a monitor, mouse and keyboard
Also be able to run skyrim, mine craft, bf4

21.5 1080p Monitor, Cooler Master Keyboard&Mouse
Decent Syetem for the price which should run most games at 1080p solid frames, obviously you wont be maxing out the settings, but playable.

Also got some spare money, if you have the whole 550 you could make some changes to improve performance.

you could use the spare 90 to buy the OS? or if you can source Windows by other means, for £554 you could have in i5 4440 in this system instead of the pentium, the i5 would help a fair bit for skyrim and minecraft.

CPU has hyper threading
Better GPU
Better Monitor
Better Mobo

If it comes a bit too much after shipping scrap the KB and mouse and just pick both up for like 5 pound to start you off with

Poorer motherboard
No kB or Mouse (just pick both up for cheap)
Cheaper case
again you'd want to add another 4GB of ram when you can

But an i5 rig paired with a r9 285 with a great monitor.

Can u suggest another mother board that does not require and update to it latest BIOS

Just ask the retailer before shipping to check the bios version and if there is an update available then to update it.
