If you don't get accepted for pbe, will your pbe status just say "Application Received"? Its been like 3 weeks since I applied.

There is no denial system in the PBE, it just stays in "Application Received", mine sat in that section for 3 and a half months, then the next thing I realize is that I get an e-mail saying I've been accepted into the PBE and they told me to make my account.

Not sure if anyone, everywhere, can be accepted, but there's no denial process apart of being accepted into PBE.

I waited for 5 months for mine and found I hardly ever use it.
