No there isn't one man. You should dowbgrade if you want to jailbreak

Though you are correct about there not being a jailbreak for iOS 8.1.3 you can't simply downgrade as Apple has stopped signing iOS 8.1.2

No, the next stable Jailbreak for IOS 8.2 (latest update) will be out the 27th of March

Wrong.

8.2 is in beta right now. And, as it is in beta, the stable jailbreak is 8.1.2 as it is fully released to the public. When 8.2 is released to the public, that will be the stable jailbreak.

Though you are right there is not one, There has only been speculation of a release on march 27th.
