Something like the ODAC from mayflower may be your best bet

But when getting Dac's unless your motherboards onboard sound is awful you will find it hard to notice the difference in sound quality.

You won't notice a difference in my opinion also you don't need a AMP for the DT990s they are fairly easy to drive.

I recommend SOL Republic Tracks HD for high quality. It may focus on fashion, but holy sh** they sound a hell of a lot better than some other brands like skullcandy.

Reasoning:
Price: Really good for quality
Durability: YOU CAN BEND THE D*** HEADBAND COMPLETELY ACROSS AND IT WON'T BREAK
Design: You can get collegiate ones!
