I'm thinking about jailbreaking my iPhone 4s but I was just wondering if it would slow my phone down or something or is there tweaks that could speed it up?

It could do both, slow down or speed up. If you get too many tweaks it will slow down. If you get tweaks to speed up it will speed it up. Some tweaks that speed up are iCleaner which clears unwanted space. I personally would jailbreak because there is so much more to an iPhone.

Experience: Been jailbroken ever since iPhone 3g now onto my iPhone 6 which is jailbroken.

Happy to help. Just make sure not to get too many tweaks which will result in your iPhone getting laggy/slowed down. and I'm not sure 8.1.3 is jailbreakable yet?

It isn't, and 8.1.2 isn't being signed anymore.

Firstly, IOS 8.1.3 cannot be jailbroken. Second, in no way does the initial jailbreak process take away from the performance of the device. Only tweaks and apps installed by the user reduces phones performance.
