Here is a build i found when i googled '$400 PC Build', [ Register or Signin to view external links. ] its $447.18 after rebates and if you wanted to knock of a little bit of the price but you would loss some performance you could get a r7 260x instead of the r7 270.

Use the i5's iGPU. No point getting an i5 as games are starting to use 4 cores and its gonna be needed to be upgraded. Wait till you get more money and get a dedicated GPU. Then add another 4GB's of ram. Its $30 over but a better build and will last longer.

Cheapest logical builds you can get really.

AMD APU has better graphics than the Pentium's iGPU but the Pentium option would be wisest for upgradability.
