How come it won't let me make my friends Xbox my home Xbox? he gave me GTA and I wanna play it with him

The only thing I can think of is that he already changed his home Xbox more than 3 times this year.

You can change which console is your home Xbox up to three times during a one-year period. When you change home consoles, all device licenses for digital content will move to your new home Xbox and will no longer be available on your old home Xbox.
