If I give my friend my account and they lisence transfer the map packs will I still be able to access them in my xbox at the same time?

If you mean if you can be on your account whilst he's downloading the maps, the answer is no.
You'd have to wait until he finishes the downloads to get back on your account, otherwise, the license transfer will be pointless and you'll have to wait another four months to license transfer again.
