I just recently bought a RGH and i installed XeX menu, freestyle dash, dashlaunch and then xblse, but after i turned it off it wont turn back on
any ideas why?

Turn it on, leave it be. It dont turn it self off its just resetting the motherboard.

Sounds like a bad pluggin in your launch ini.
Put a launch ini on a usb without any pluggins and start your Xbox with it plugged in.

Put a launch.ini file with no plugins on a usb and restart the console with the usb in. Once it boots up, remove XBLSE on dashlaunch

If you said it turns on then turns off right away then... Do you see a green or red light?

Power the console on and then immediately press and hold the eject button, then you should be able to delete your plug ins. Make sure not to install a bad plug in again once the issue is fixed.

All that needs to be done is some method of deleting,over writing the launch.ini file on the HDD, whether that be putting a clean launch.ini on a USB stick and booting up the console with that memory stick in, or deleting the launch.ini off of the HDD with a transfer cable.

Turn on the console, and when the ring of lights shows up, hit the "Eject" button. Doing so will bypass the launch.ini and just use a default clean one.
Your console should boot fine, go into Dashlaunch, and modify plugins accordingly. I recommend clearing them all and putting them back on one by one until you encounter the problem once again.
If you're using XBLSE, make sure you have the latest XEX or you won't be able to connect, since their service has changed.
I cannot supply a link, but if you use XBLSE then you're familiar with the site.
