If i buy the download off gamestop.com, will i be able to upgrade from xbox 360 to xbox one for free? i dont wana buy it n not get both consoles

This is what I seriously wanna know. I have asked Microsoft and all they said was they're working on closing a deal with publishers so they'll get the release of the 360 one soon. This was today. Less than a week until release and they haven't closed the deal? Why in the hell is the dashboard filled with "Preorder digitally and get the One version free!"?
