I am a designer and I have made a Youtube banner gif that is 34 frames long and after I have rendered and viewed it the video isn't smooth, I can't get the correct FPS right any help

Well you can't use a gif for a YouTube banner anyway...

The problem is due to the fact that gifs are not supposed to be used in that way. The format of gif was never meant to be as complex as you are making it. Photoshop can only deal with so much as well as your hardware. The issue comes from your PC and also photoshop. It sounds like you're trying to make something which should be a video format into a gif image which simply isn't easily achievable.
