I found a code online, it was binary. I decoded it and it is a huge set of numbers. Anyone know what type of code it is/how to decrypt it? It starts in, 86 106 103 32 80 99

Hello, I have decoded it until I hit this wall. It's scrambled ASCII text, anyone know how to unscramble it?

'decoding','unscrambling' and 'decryption' are completely different approaches. If the content is really encrypted you don't simply convert the ciphertext to ascii, it just makes no sense...

To decrypt the ciphertext you will need the encryption key. You will have no effective way of decrypting the ciphertext through any other method... ( Relatively speaking )

If the content was encoded then identify the character set present and decode accordingly.
If it was encrypted then you can only decrypt it if you have the encryption-key ( for most general algorithms ).
Scrambling is usually based on a specific algorithm for which if you are aware of you will be able to unscramble accordingly.

If it's binary from an exe file then I have no idea what you think you're doing.
-- Edit: I'm assuming you found it from [ Register or Signin to view external links. ] ? If so it has already been done.
It appears the code has been encoded and then encrypted using a algorithm with no key.

Result:

The National Security Agency (NSA) is a U.S. intelligence agency responsible for global monitoring, collection, decoding, translation and analysis of information and data for foreign intelligence and counterintelligence purposes - a discipline known as Signals intelligence. NSA is also charged with protection of U.S. government communications and information systems against penetration and network warfare. The agency is authorized to accomplish its mission through clandestine means, among which are bugging electronic systems and allegedly engaging in sabotage through subversive software. Unlike the Defense Intelligence Agency (DIA) and the Central Intelligence Agency (CIA), both of which specialize primarily in foreign human espionage, the NSA has no authority to conduct human-source intelligence gathering, although it is often portrayed doing so in popular culture. Instead, the NSA is entrusted with coordination and deconfliction of SIGINT components of otherwise non-SIGINT government organizations, which are prevented by law from engaging in such activities without the approval of the NSA via the Defense Secretary. As part of these streamlining responsibilities, the agency has a co-located organization called the Central Security Service (CSS), which was created to facilitate cooperation between NSA and other U.S. military crypt-analysis components.
