I bought a PC a year ago and It doesn't seem to run games with very good performance + its very loud!

Specs:

Manufacturer - AsusTeK COMPUTER INC.
Model - ASUS CM6850
Processor - Intel Core i7-2600 CPU @ 3.40 GHz
Installed Memory (Ram) - 8.00 GB
System type - 64-bit Operating System
4 TB HardDrive

I'm planning to add a graphics card like a GeForce GTX 260 and a fan.

A graphics card should do the trick because your onboard graphics won't perform well in games. As for loudness, try replace the fans for PVM fans because your fans may be running at full speed.

Without dedicated graphics, you won't be able to play many games at good settings. The CPU is old but still a good CPU. It all seems fine, you should just add a GPU to be able to play games. However, purchasing a GTX 260 would be moronic since it was released late 2008. You shouldn't have a 6 year old GPU in your PC, especially if you're planning to play games.
