you can also get arcade miss fortune in the pbe.

You can not get any skin in PBE. I play it alot. If you could i would have Black Alistar, and never stop playing PBE.

You can get most skins on PBE, not all.

Either way, this would be breaking the rules so none of us can give you an account.

Instead, sign up for the PBE [ Register or Signin to view external links. ] .

p.s. I usually have about 30 ping on EUW servers with 200 on the PBE because they are NA hosted. Don't expect an amazing experience on PBE.
