How so I convince my dad that a JTAG isn't bad? Cause he thinks it is very illegal and thinks it's not a smart purchase

Just tell him its a retail...or you know, buy it yourself.
There's nothing illegal about running unsigned code. If there was PC gaming would have much less appeal.

No. It is not illegal. Altering hardware and software of a device you own is not illegal. For example, it is not illegal to jail break an ipod. Nor is it illegal to buy a house paint the walls a different color. What is illegal is downloading pirated games. That is the only ground that you can ever get in trouble.
Installing game mods isn't illegal either. Again, lets go back to you having a house that comes with a stock kitchen, but you want a super cool jet engine running your stove/oven. You can do what ever you want to the property you own the rights to use it as you please.
If you try to attempt to connect to live with a RGH or JTAG console then you will be banned withing 4 hours most likely.
