Best (and only I think) way to do it is to put the Xbox save files onto PC Skyrim and mod it that way

I found a mod tool the other day haven't tested it out though but by looking at the images it works the same way putting gold in the barrel but you are able to replace that with items, this is the closest the 360 will get to a mod tool without having to use a PC, the mod tool can be found at XPG Gaming search under modding tools and its got the title Skyrim save editor

The only tools are barrel replacement ones, the best being Solitudation. However you'd be better off finding someone with PC edition to help, as you still need to learn the console ids of the weapons and even then you can only do base game items, no DLC items.
