Do I need to be online to do a recovery service?
And if I'm offline, the only way I can do it , is by having a retail xbox and system link it?
Is there any other way to do it if I'm offline?

Recovery sytems are offline therefore you do not need XBLSE or any online services. All recoveries are used with two consoles, hope i helped!!
