A few members from TTG told me to download Photoshop, but I'm not really sure how to use it!
1.) I've selected some of the image, how do I create a new layer from the selection?
2.) Am I able to edit the image I'm using at all? (Change font size, color, etc.)
Sorry I'm not that savvy with Photoshop, the answers are probably right in front of my face. Just editing a picture with text that I found online to find my way around PS CC.

1 - Right click, Layer via copy, will copy the selection to a fresh layer, Layer via cut, will cut it out to a new layer
2 - If you have loaded a flattened image in then no you cannot edit it (not as a beginner anyways)
If however the file is a PSD and the layers are seperat then yes you can edit them
May I suggest you look at some tutorials for beginners

Sadly not no.
Once it goes into its file format (gif, jpeg, png etc) it cant be unflattened
