If it is I don't have it yet and I have been on the game I'm not sure how you get it but I think it's out

Clear Cache and or maybe restart your Console
If this doesn't help I have no idea :p

Go to GTA on the game marketplace. The high life update is downloadable from there. That's how I got it. But it won't let me join games. I had to make a private session to buy everything.

You need to download the actual update from the xbox games store.Or from the dashboard.
