my mother board is a asus p4s8x-x. this is in a computer with a 400watt psu but the other spec i dont know as i havent used this pc in ages.

my problem is that it all powers up (led is green/ no beeps that i can hear) but no image appears on my screen. its a ati sapphire x1600 pro agp card but its just the "no signal though the vga. it did not have a card in before, i just put this in but no cards work not even pci.

what can it be and how can i fix it?

i know this from my computer your motherboard might have integrated graphics and your monitor might be plugged into your motherboard instead of your graphics card

no its defiantly plugged in the graphics card, i dont think it was integrated graphics

I have the same issue with my ASRock mobo everytime I switch from on-board video to my cards display or vice versa. What you want to do is turn off your PC and make sure the PSU switch on the back is switched to "off" (or just unplug it from the back/outlet if you don't have a PSU switch)

Once you've done this, you need to clear your CMOS settings/reset the BIOS. You can do this by either pulling the CMOS battery out of it's socket, or by shorting the jumper located next to the CMOS battery. Obviously, to get to the CMOS battery/jumper, you'll need to open up your tower -- so grab the tools you need for that. The CMOS battery looks like a watch battery (a round coin-shaped battery):

It's usually located by the PCI/PCI-e slots, so check around there for it. Once you've pulled the battery out, count to 30 and put it back in. Make sure you press down firmly to ensure it's seated properly. Now all you have to do is plug your PC back in/switch the PSU back on and power it up and you should have a display.
