I'm a first time builder and with the help of many opinions and many YouTube videos I think I've created a pretty good build for my budget ($600). So let me know what you guys think! If you think I should make a change, tell me!

This will be a little better. Also PCPoopPicker never properly calculates postage rates so its likely you'd pay more for the shipping.

My only concern is that GPU doesn't have any reviews, I know it's new but I just don't know that much about Power Color.

It doesn't have reviews probably due to it being an Open Box version. PowerColor are a pretty good vendor who retail AMD graphics cards only.

Does "Open box" mean like used? And I read Neweggs open box return policy about how they won't provide anything other than a 30 day refund. They won't send missing parts or anything and I really don't want to risk it haha and with my luck it could break 35 days after I buy it

You could try contacting them to check the status of the item, but i would imagine it could be used, refurbished or a order thats been returned to them.

How much better is the r9 270x than the r9 270? Because the card I have in my newegg cart now has great reviews. From what I can tell that's the biggest difference from my list and yours. All of the rest is pretty standard. I heard the regular 270 can run BF4 ad 60 FPS on ultra. And I trust the reviews on it. I'm not going to be playing that much BF4 if any at all. The most demanding game I'm going to play is probably elder scrolls and I won't be getting more than likely because I have friends on PS4 I will play with. But will this build be able to run most games on high settings with no problem?

60 is a bit of a high number. My overclocked 270X gets just about that.
I would say about 50fps.
read somewhere that it is only a 9% performance difference, so if you know how to overclock you can get it performing as well as a 270X.
