You could post interesting facts or cool/funny photos. You could also hashtag lots of stuff and follow others and they might follow you back.

Try to get shoutouts for shoutouts with other twitter pages.

There are apps that will promote your page to other users in exchange for a currency which is earned / bought. Forget the name though, look under the Social app market.
