It could be an extension that was secretly installed from a recent download. If you're on Google Chrome, click the "three line" button at the top right under the big red X. Then hit settings, and on the very left side, it should say "extensions", click that and make sure unimportant extensions are deleted.

Alright, if it just started happening I have another solution for you.
1)Click on the windows icon (start) at the bottom left of your desktop
2)Click control panel.
3)Click uninstall a program
4)When the list pops up, sort by date (the top program being the most recent download)
5)Now search through them until you seem something along the lines of "shopping" or "pop up." If it just started happening it should be the first couple of programs in that list.
