Its not underground, go down there yourself use the wall glitch and spawn a buzzard, the only thing that is under the Elevator is a small rotating square which is the base of that light that comes down at 3am, IF the elevator is usable and the jetpack is real its on the UFO which is straight above the elevator

The jetpack isn't in the game!
A jetpack would be classed as a vehicle, this being said would it be i the handling data file for all vehicles?
Its not there, its not in the game.
5 months after the release of the game and people still think it;s in the game?
