Unplug your Xbox from the mains and then try again, reply to your PM!

if the party chat has 8 people in it thats why you can turn on, but sometimes you have to unpug your xbox, for it to work again

i had the same problem go to settings>network>advanced settings or the third option and click in clear mac adresses
