Rockstar said anyone that received money though a hacker will loose the money, but the hacker will get banned, does this mean they will reset our gta stats, or bann us from Xbox LIVE?

Rockstar can not ban you from xbox live but they can reset your money and put you in a cheater pool even worse ban you from accessing online

Yeah, but they said they are working with Microsoft because modding is against Microsoft's TOS and Microsoft can ban accounts and they can also console ban.
