If you are on a console, just go to your storage device -> skyrim then delete the title update. You won't be able to connect to the internet but you will be able to do the riften glitch.

If you are on the PC, I think the command is player.addskill speech 100 or something.

I am on xbox... the thing is i dont want to have to start a new character because im already level 35 and i just got dragon armor if i delete the title update then i cant use the same character

I'm not sure about the deleting the TU and not being able to use the same character. But, if nothing else you could always submit your save to a mod shop like Forums/t=4301000/skyrim-modding-service.html

Depending on how much money you have the new "Glitch" to max speech is just simply going to the blue palace in solitude and go up to the throne and their should be a lady in blue robes (like the priestess robes) she is a vendor and what you need to do is just buy everything she is selling then resell everything you own to her. I filled up my inventory and just sold her stuff then bought it all back keep repeating that process and you should max out in no time. Takes a bit of gold but it works.

There is no really good glitch I would just buy things and sell things, you can get items from glitches to sell and then buy the merchants items that you want and repeat.

Actually, mine's is modded so I have everything in the game and I'm maxed out in everything.
