When you hit save on the website it should say that passive mode is X amount of money when you are in gta online hold down the back button and go to passive mode if the amount matches up to the amount on the website then the mods are loaded... and make sure you are editing the variables and hitting save

For the people who are saying failed to sync files try putting the secondary as 0.0.0.0 this worked for me
