I am "new" to halo, I have not purchased it yet, but am definately going to buy Reach. I was looking a videos on youtube and saw "forge" mod where people are creating their own complete maps, is this modding, or is that an actual part of halo reach, and can you really upload your forge for other people to download?

Yes its part of reach, and yes you can upload your map into your fileshare for others to download.

YAH! Forge Is beast! Like forge mode in MW2
