If people with a JTAG can get their money to max, can they not give it to oter people via the share mission cash with other people? Thanks.

I believe it to be possible.
I was looking on another site and a guy created an rpf that gave him/user of the rpf; 100x the money earned, 10x the RP, unlimited ammo, no bad sport ever & the ability to place a $2 million dollar bounty (set it to $10K and it made it $2 million)
So, judging by that rpf, I'd say yes. I just drive around and kill people will bounties in the hope of getting some good money now to be honest.
