There are heavy rumors that the elder scrolls online may come with a monthly subscription. The only way that I'd spend money for a month or 2 is because I love the elder scrolls series, but no more after that. I believe the xbox love fee is enough., but that is from a consumer input and not a companies input . What do you guys think?

It's not a rumour, the first month is free but after that it's $14.99 a month. In my opinion I don't see Microsoft or Sony letting this happen. Sometime before it's release you'll hear something along the lines of Microsoft and Sony making a deal with them.
