Pheonix: South East Corner where you drop off cars for simeon
Sultan: Blaine county, the LS customs in sandy shores, strawberry

these locations are not for sure but this is where you need to look around

Not sure about the sultan but I found tons of phoenix in the southeast corner near where you drop cars off for simeon's car list.
