I want to buy cash on GTA V by MSP or whatever it is now called. Please could you tell me if you have bought some because it says unavailable when I hover over the thing in the game store.

You are not allowed to buy cash packs right now because of the server issues. Rockstar doesn't want people to pay for something with real money and lose it because of the servers.
