Does anyone know if you can scuba dive in gta online??

If you have the gear, I'd imagine so. The Dinghy has it inside, I believe. Won't hurt to try.

no man was it even in single player? cause i didn't even get a chance to finish the single player portion because i got my copy of the game a week late.

Yes you can gain scuba gear via a submarine you can get at a dock you buy and a dinghy that has scuba gear inside it.
