There is another location I know of where I can get into both white cop cars and sometimes the black one if it spawns. It's in the country side, across the street from where you can steal the money bag from the armored truck. There is never police near there.

Its the sheriff station...I found it its where I like to go because you can get a cop or sheriff car.
