I just figured it out!

1. Download iFruit
2. Sign in (Using your Rockstar social club account)
3. Agree to policy
4. Click LS Customs
5. Click customize then click the license plate (Top Right)
6. Now edit the name
7. Go back to customize when you've chosen your license plate
8. Click ORDER
9. Done!

You forgot the part where it gives you errors for 20 minutes, or maybe that's just me haha.
