so when i have my power options in control panel on high performance i hear a hissing electrical sounding noise, when i change it to balanced it goes quieter then on power save its almost silent but i can still hear it, i have tried multiple headsets and speakers and it still happens, whilst this solves the issue as i have a high performance custom pc that i play games on i dont want this to limit my gaming experience.
is there a solution to this other than putting it on power save? i have also tried different volumes and i have muted the sound it still happens...

PC Specs:
i5 3570k at 3.8 ghz (with corsair h60 and low temps thats not causing crash)
gtx 660 3gb (not OC'ed)
8gb corsair vengeance 1600mhz ram (not OC'ed)
corsair tx650m PSU
1 tb 7200rpm seagate barracuda
msi z77 g41 mobo
120gb sandisk ssd

I would suspect the motherboard or the H60 pump. VRMs under heavy load can whine or buzz, but it doesn't sound like they're under load at all in your case. Using a high-performance profile should not affect the pump like that, either. Fans can buzz at certain voltages, depending on the fan and how it is being powered.
