You are breaking the Code of Conduct and violating Microsoft's Terms of Use. There is always a chance of you getting banned.

You can get banned for hosting any type of mods and there is a higher chance since its online

The only way is to be reported multiple times for the same reason. If you meet everyone's needs then they should be happy.

I do believe you are thinking of "Jtag" modding not "ISO" modding. ISO modding you needn't use XBLS. (Anyone dumb enough to waste their XBLS time on gta4 shouldn't be modding)

HIGHLY Doubtful but when you are modding ANYTHING there is a chance that you will get banned. Somethings are more risky than others.
