I believe he is as he is not limited and people can get him out of packs anytime also knowing the fact FIFA 14 is coming out soon so that will drop basically all the players in the market.

Yes, he will drop.
He won't exactly plummit because the TOTWs are crap and nobody is buying packs.
I can see him dropping 10-25k before FUT 14 is released
